POSITION DUTIES: Serves as an expert in the field of Child and Adolescent Psychiatry for the Regional Medical Center (RMC), subordinate Medical Treatment Facilities (MTFs) or Army Health Care Clinics (AHC). Assignments are performed in accordance with Army and hospital regulations, policies and procedures. Work is evaluated through professional discussions and review of medical records, by Chiefs of various clinical services, peer review and audit procedures established for psychiatric care at the institution serviced. Supervisor provides general professional, administrative and medical direction and outlines the general scope of professional services and administrative policies. Responsible for providing treatment services, and performing the full range of clinical treatments, including consultation, evaluation and treatment of emergency, complex and routine cases in the field of Child and Adolescent Psychiatry. Treatment entails individual, family, group psychotherapy, and medication management. Provides treatment services in any capacity including, but not limited to, assessment, medication management and disposition of child and adolescent psychiatric patients including making arrangements for hospitalization if needed. Provides routine, intensive, complex and emergency intakes and extended evaluations for a variety of emotional, psychological, developmental, and behavioral disorders in children and adolescents. Performs physical and neurological evaluation pertinent to the assessment and diagnosis of psychiatric disorders, and requests appropriate laboratory, EKG, imaging, and psychological evaluations. Knows and utilizes evidence based practice guidelines. Knows and employs a variety of evidence-based psychosocial treatment modalities, including individual, family, and group psychotherapy; and behavioral and cognitive behavioral therapy, as well as psychotropic medication interventions. Develops biopsychosocial case formulations, arrives at specific diagnosis, and plans multi-modal, problem-oriented treatment. Provides appropriate referrals to other medical and mental health care providers in and outside of Medical Treatment Facility (MTF). Provides consultation liaison services for child and adolescent patients. Treatments require very advanced knowledge and/or skill and selection from a variety of alternatives. Incumbent makes recommendations on major diagnostics and treatment plans. Employee provides continuing follow-up care for patients with acute or chronic psychiatric or medical disorders, such as psychosis, organic brain disorders, substance abuse/addictions, autism spectrum disorder, bipolar disorder, depression, anxiety, disruptive behavior disorders etc., and complications of these disorders. Provides psychiatric care for walk-in patients presenting with acute illnesses of minor and major proportions. The employee is expected to exercise initiative and sound judgment in establishing evaluation techniques, developing treatment and rehabilitation plans and providing appropriate therapeutic treatment services. Examines and conducts thorough studies of presenting patients and evaluates laboratory and clinical findings, prescribing appropriate treatment or referring patient to appropriate specialty clinics. Incumbent collaborates with physicians in other medical specialties on cases involving complicated and multifaceted problems and provides professional consultation, supervision, and collaborative medical support to other professional staff such as primary care managers, psychologists, advanced practical nurses, social workers, as well as military specific liaison work with commanders as it relates to child, adolescent, or family issues. Develops an individualized biopsychosocial treatment plan based on the child and adolescents diagnosis, personal and family history, current family situation, laboratory and other diagnostic tests and procedures taking into consideration family, community, and military-specific factors. Responsible to make decisions that will have significant impact on the lives of others, including the need for hospitalization, referrals to Child Protective Services (CPS), school or work restrictions, disability evaluations, restrictions on overseas assignments and eligibility for the exceptional family member program (EFMP). Provides professional consultation, and collaborative medical support to other professional staff, interdisciplinary teams such as psychologists, advanced practice nurses, social workers and non-behavioral health medical providers, as well as military specific liaison/consultation with commanders, agencies and programs regarding child, adolescent, and family behavioral health issues. Participates in the quality assurance studies, utilization review, risk management, and peer review activities. Makes recommendations and decisions that have significant impact on the lives of others such as recommending hospitalization. Participates, supports, and assumes primary responsibility for specified assignments in Q.I. activities in the Child and Adolescent Behavioral Health System. Attends medical staff meetings as required. Serves as a member of hospital committees. Ensures that the highest standards of professional practice and ethics are maintained; established operating policies are adhered to; staff personnel receive the necessary professional training; medical records are properly safe guarded and maintained; and that all required reports are prepared and submitted in a timely manner. Demonstrates an understanding of requirements and benefits of TRICARE and can effectively communicate benefits to beneficiaries. Prepares and maintains convenience file, outpatient medical record, and inpatient record documentation in accordance with service and hospital SOPs. Employee prepares well-written case summaries and other correspondence in a timely and effective fashion. PERFORMS OTHER DUTIES AS ASSIGNED
